Summary
This report describes the various ways of monitoring road traffic and defining the traffic state for application in road traffic management and end-user information systems. Possible mechanisms are explored for enhancing the current systems towards an evacuation information system in case of an emergency situation induced by a man made or natural hazard. The report describes the definitions of the principle mechanisms how to interface the different monitoring systems into the SAFEWAY Infrastructure Management System (IMS) platform both from large scale vehicle monitoring systems as well as from more experimental data extracting methods utilizing vehicle Advanced Driving Assistance System (ADAS) functions. Furthermore, the report elaborates on the design and specification of the dispatching service to an end-user for evacuation from a hazardous area defined by the IMS and operated by an infrastructure or emergency service provider.
